01. New York City faces a budget crisis of a historic magnitude. We inherited a deficit larger than any since the Great Recession. Years of mismanagement and chronic under-budgeting alongside a structural imbalance between what New York City sends to the state and what we receive in return have taken a toll.

02. We cannot close this deficit with savings alone. We need new revenue. And we need a structural reset in our relationship with the state. That is the only way to meet our legal obligation to pass a balanced budget. And to do so without imposing a financial burden onto the backs of working people. I'm glad to partner with Speaker Adams as we call upon Albany and deliver a balanced budget.

03. Together, we are extending the executive budget deadline from this coming Friday until May 12th because a crisis of this scale cannot be solved without state action. You know, guys, I find it's absolutely crazy because basically what Mondaire is calling for and he's calling one, he's calling for New York state government to come and to help bail him out and save him from this New York City budget deficit.

04. Now, this budget deficit has been building up for a few years and now it's estimated to be between two to five billion dollars. But when you look at the massive amount of deficit that New York City faces it's really a lot of times attributed to their social programs. Their social programs are estimated to spend on average annually 20 billion dollars a year.

05. Now, guys, that's a lot of money. That's a lot of money that New York City could be saving if they didn't have so many social programs. But yet Mondaire is calling is trying to create even more social programs. He wants free child care, he wants free buses, and he wants cheaper rent. But those three things are only going to cause the deficit to grow even more.

06. So, as crazy that he's calling for the New York state government to help bail him out when really what he really needs to do he needs to cut back on social programs and he needs to make a lot of cuts within the budget. But instead of making cuts he wants to increase the amount that's spent within the budget.

07. Now, it's funny because his solution to this problem is to raise taxes, particularly raise taxes on the wealthy. Now, it's funny because the wealthy within the whole entire state of New York really pays almost half of the taxes and they're only a very small demographic of the state. So, when you have the wealthy of your state, which make a very which make up a very small demographic paying almost half of your taxes and then you want to tax them even more when they're already taxed a lot presumably all he's going to cause he's going to cause the wealthy to want to leave New York state in droves.

08. And you can see this because over the years there has been a large influx of people that are moving from blue states like New York state and moving to states like Florida. And so it's really sad that these people that have grown up in New York and have become accustomed to New York now find that they have to move in order not to get hit over the head in taxes from the government.

09. And not only do these people move to other states, when they move to other states, they take their businesses and they take their employees with them. This can be seen in places like Chicago. Recently in Chicago, Chicago also faces a budget deficit and what happened is the wealthy within Chicago, the ones that own the businesses, moved elsewhere and took the businesses with them and took their employees with them which caused downward revenue within Chicago.

10. And then you're seeing where the Chicago mayor has to raise the taxes on the lower income class within the within the city because he has to make up the losses he's losing when his wealthy leave. So, if Mondaire wants to hit the wealthy over the head with taxes, all he's going to be doing is he's going to be causing them to leave and they're going to take their investments and they're going to take their employees with them which will cause less employees in New York and also which will cause less revenue to flow through New York.

11. So, taxing a wealthy a lot is never a good idea. Now, guys, I want to show you a few videos. I don't know if you missed this video last week, but last week Mondaire made a video going after Ken Griffin because his new tax proposals of charging the wealthy on their luxury properties and slapping them with a surcharge he hit the streets and he went after Ken Griffin penthouse which is estimated around 230 to about 250 million dollars.

12. But he made a very funny video on it that I wanted to show you guys just in case you missed it. Then I'm going to give you the response of what Ken Griffin said in response to the video that Mondaire made. But anyways, let's check this video out. Let's go. When I ran for mayor, I said I was going to tax the rich.

13. Well, today we're taxing the rich. I'm thrilled to announce we secured a pied-à-terre tax, the first in New York's history. This is an annual fee on luxury properties worth more than five million dollars whose owners do not live full-time in the city. Like for this penthouse which hedge fund CEO Ken Griffin bought for 238 million dollars.

14. This pied-à-terre tax is specifically designed for the richest of the rich. Those who store their wealth in New York City real estate but who don't actually live here. But even so, they're able to reap the huge financial rewards of owning property in, dare I say, the greatest city in the world. And most of the time these units are sitting empty since again they don't actually live here.

15. This is a fundamentally unfair system that hurts working New Yorkers. Now it's coming to an end. This tax will raise at least 500 million dollars directly for the city. It'll help fund things like free child care, cleaner streets, and safer neighborhoods. As mayor, I believe everyone has a role to play in contributing to our city and some a little bit more than others.

16. Happy Tax Day, New York. I mean, how crazy is that, guys? I mean, you got a mayor hitting the street, actually going after one of the wealthiest people within his city that's providing investment within his city, that's providing employment within his city, and that's providing revenue to flow throughout his city.

17. And he's going after this person which is completely stupid because if you go after this person, they have a chance of leaving the state or leaving the city and moving to another city, moving to another state where they will take their investment and they'll take their employees with them which is completely stupid if you're coming in as a mayor and you're trying to alleviate a city from a large deficit.

18. But anyways, let's check out a response from the billionaire that he was picking on in this video and see what he has to say about this. Let's check this video out. The mayor of New York getting pushback from billionaire Ken Griffin and his company called Citadel. Griffin threatening to go forward, not go forward, with his planned project in Midtown Manhattan that would create, he says, 15,000 permanent jobs.

19. Now, this all started with So, as you can see, that's exactly what I said earlier. Ken Griffin was about to invest and pretty much create 15,000 jobs for New York City. That would bring in a ton of investment, a ton of revenue for New York City especially if you're in a hole, if you're in a deficit, and you're trying to get up out of that deficit.

20. But anyways, let's continue. When Mayor Mondaire made a social media video pushing for his and the governor's pied-à-terre tax and doing it right in front of Griffin's apartment on Central Park South. Griffin bought it for 238 million dollars back in 2019 even though he's not technically a New York City resident.

21. Oh, politics in New York City. NJ Burkett live in Midtown Manhattan with the mayor's reaction and what happens now. Dude. Yeah, Bill, outside Griffin's apartment here on Central Park South. This is where Mondaire made his video last week. He campaigned, of course, as a Democratic Socialist and he insists tonight he's doing exactly what he was elected to do.

22. So, the clash with the city's billionaires was all but inevitable. Mayor Mondaire was making no apologies today. Asked if he regrets the video, his answer was simple. That home when it was purchased was the most expensive home in the United States of America. Last week, the mayor stood outside 220 Central Park South.

23. Today we're taxing And guys, it doesn't matter if it's the most expensive home in the United States of America. People have the freedom to buy the homes they want. And not only do people have the freedom to buy the homes that they want they also have the freedom to not get taxed to oblivion. And in New York City, with in New York state, period, if you own a luxury property, especially a luxury property that cost 238 million dollars, you're already paying a substantial amount of property taxes on that property.

24. I mean, just alone if a property is five million dollars, if it's a luxury property for five million dollars, you're paying on average 275,000 dollars a year in property taxes. So, a house that cost 238 million dollars, you're probably paying between 10 to 20 million dollars in property taxes a year.

25. Which is completely insane that a mayor wants to put a surcharge on the person that's already paying 10 to 20 million dollars in property taxes a year. But anyways, let's continue with the video. taxing the rich to promote a new tax on ultra-luxury second homes. This pied-à-terre tax is specifically designed for the of the rich, those who store their wealth in New York City real estate, but who don't actually live here.

26. Case in point, the penthouse on the 53rd floor. Which hedge fund CEO Ken Griffin bought for $238 million. Griffin lives in Miami. CEO of Citadel, a hedge fund that employs 2,500 people in New York. In a memo to the staff, the chief operating officer wrote, "Quote, it is shameful that he used Ken's name as the example of those who supposedly aren't carrying their fair share." Griffin and the staff paid $2.3 billion in city and state taxes, he said, and Griffin himself directed $650 million in charitable gifts to So, as you can see, guys, not only is Ken Griffin and his whole entire enterprise paying $2.3 billion in state taxes, not only that, he's paying property taxes on his luxury properties within New York City, but he's also donating $650 million to charity.

27. So, he's really putting it in his part when it comes to New York City. He's putting it in his part when it comes to New York State. So, it's really stupid and dumb for mayor to really attack a person like this and really push a person like this from your city, from your state, where you will lose investment and you will lose revenue.

28. Just a complete dumb idea. But, let's continue. city institutions that their planned 1,600-ft tower on Park Avenue will create over 20,000 mostly permanent jobs. Then, adding, "The project, if we move forward, will entail more than $6 billion of spending." If Griffin is reconsidering, Mamdani seems unconcerned.

29. I am intent, however, on balancing this budget in a manner that asks the wealthiest and the most profitable corporations to pay that little bit more so that He's so dumb. You won't balance the budget if you force the wealthy, the people that own the businesses, the people that own the investment with in your city, out of your city.

30. You will never balance the budget that way. Anyways, let's continue. everyone can afford to live in the city, and that means Ken Griffin, and that means so many others across the city, and that also means those who would love to join us in the city. Mamdani believes he won a mandate, destined, perhaps, to clash with the city's billionaires.

31. They will do everything they can to prevent their grip from weakening. Some in the business community tonight are urging caution. It's a big ecosystem here. And by villainizing the wealthier people that are providing a lot of the jobs for the middle class, ultimately, you get a smaller pool of jobs for the middle class, and then who wins in that environment?

32. Right, exactly. And nobody wins. If you get a smaller pool of jobs for the middle class, for the lower class, they won't have anywhere to work to make a living, to put food on the table. So, you're pretty much not just affecting the wealthy, but you're affecting everybody, the wealthy, the middle class, and the lower class.

33. Well, there are conflicting studies tonight as to whether higher taxes will lead to an exodus from New York City, and the real impact of the second home tax will, of course, depend on how it is written. Live tonight in Midtown, NJ Burkett, Channel 7. And guys, it definitely will contribute to an exodus of the wealthy within New York City.

34. Just like Chicago last year, when the wealthy left, they they took their investments and they took their businesses with them and caused Chicago to go even into more of a deficit. And I and I'm guessing that if he does carry through with taxing his wealthy class within his city, the same trend will happen with him and the deficit will grow even further.

35. So, guys, I hope you really enjoyed the video. I just wanted to really shine some light on what can happen if you punish your wealthy, if you tax your wealthy to oblivion, which will ultimately just cause you to lose investment, lose revenue within your city, and just really drive yourself into more of a deficit instead of trying to get yourself out of a deficit.

36. But, like I said again, I hope you guys enjoyed the video. I hope you guys learned something, and I'll be back with another video next week.
