Even if a Supreme Court vacancy opens, I don't think confirmation will happen within the next two years. Getting a strongly conservative nominee into the major cabinet posts is nearly impossible because the votes just aren't there. Some Republican senators have skipped votes, and in the Senate that will be a far bigger obstacle than before. Democrats will almost always oppose anyone Republicans nominate. Even if they nominate someone to replace Justice Alito, I don't understand how they would get 50 votes against 56 Democrats. I've said up front that Judge Alito is an excellent judge and I hope he stays on for another ten years. Still, this is going to be a major issue going forward.
Democrats have the power, so they will launch many investigations, and both chambers will do it. These will likely span multiple committees, which is a big change from how Washington has operated over the past two years. They can put considerable pressure on the internal workings of the executive branch. In the end, confirmations and oversight and investigations will be the two biggest issues. I'm not sure exactly what they'll do politically, but one thing is clear: Democrats now have the numbers they need in both the House and Senate. If they need it on key votes, they can still build a Democratic majority. They could also prepare a budget reconciliation bill and put it on the president's desk. That may not be what Republicans want, but if it happens, the president would have to veto both the legislation and the budget. So I expect far more clashes between Congress and the executive branch.
I told these folks this from the start, and the special elections over the past eighteen months showed that same trend. President Donald Trump won this district by 13 points. I said the front line had shifted about 10 points toward Democrats, and that's almost exactly what happened in Florida, maybe a little more. That's the new front line. So if you think you can easily win by 13 points, forget what we did in District 22. We told them they had no chance, and under current conditions they wouldn't win by 13. In the end we're fighting a race decided by the smallest margins. For the past 90 days I've told everyone this would be a close election. I don't think this election was a sure win. There were definitely situations where we could have gone the Texas way. No doubt about it. But the fronts in Florida moved 10, 12, and 13 points, and elsewhere 20 points, and in Texas 20 points. You can see how much the president won in District 24 and how the Senate candidate there performed. Even a governor who has won convincingly several times lost by quite a lot this time. It wasn't a fair fight. Texas must have moved 20 points. Our front held up better, but I never had the illusion that it would. When a wave comes, you have to live with it. There was a blue wave in 2018 too, and they took over Congress. But this time the situation was far more complicated and can't be compared.
I said the front lines moved 10 to 15 points, so I view this election the same way. Four years ago in District 9 I won by 26 points. In most areas I won by more than 15 points. The coastal districts may have turned out a little less well. But we knew a shift like this could happen. It's what we've got. When we started this election cycle, there were 20 Republican members of Congress, and we still have 20 in our delegation. So we have to work with what we have. Compared to two years ago, when the president was on the ballot, you've seen some politicians step aside. But after the primaries ended, many of them came to my house. We sat down and talked. I told them: if the president won your district by 13 points, you're facing a deficit of several percentage points. Understand this much: the front line moved. Why? Democrats posted the highest turnout in modern Florida history, 68 percent of registered voters. Midterm turnout has never reached that level. They've never beaten us on midterm turnout either. The only thing that saved us was that Republicans have far more registered voters. They got it done, and independent voters also turned out at much higher rates. There's a rule of thumb here. Four years ago when I ran, independent turnout was low. High independent turnout usually means people are unhappy about something, and low turnout usually means they think everything is fine. And that's what happened. So taking all these factors into account, I set a 10 to 15 percent advantage. And frankly, because of the Cali case, we had to change the district. I expected something like this and knew this district wasn't promising. Four years ago I opposed it, but there was no court precedent to support my position at the time, though I understood things were heading that way. So we had to do it. But elsewhere the results came out this way. You have options and you have to ask questions. Running for Congress isn't easy. I helped all these folks. I helped with fundraising and did a lot of work. But when you run at a lower level, especially as a first-time candidate, it's hard to go against the tide. That's the reality. It's hard to resist the trend.
So the question in Florida is whether we keep the barrier we built and push it one step further. That would give future candidates running for this seat a great chance to run and win. If we take a different path and start losing support, they could keep these districts. Who knows. It depends on how everything unfolds. But I told them the front line moved at least 10 points. I think nationally we'll see the front line move an average of 15 to 20 points. I think she... rejected it. This wasn't support for Democrats; it was a national rejection of Republicans. Why? Midterms usually go this way. People show up more willingly when they're angry or upset about something, and they vote to send a signal, not for positive reasons. That may be true, but four years ago in Florida we secured turnout in a positive way, right? That's why we had big turnout. But I'm watching how they campaign. They've run. So I'm watching these members. I'm watching the World Series, and an ad comes on saying so-and-so voted against releasing the Epstein files. And you think, that's a bad message. We Republicans went into this election with the proposition that it should be done. Yet there are members of Congress who voted against disclosure even though the attorney general said there were terrible documents on his desk and that people responsible would be punished. With people involved in stock trading, that's unacceptable. How could that happen? I'm confident on this issue. Since I entered public office I haven't traded stocks, and that actually left me poorer. Before I got into politics, I was pretty good at it in my spare time. But my point is this: can someone with no investing experience suddenly run for Congress and start outperforming Warren Buffett? How is that possible? Oh, they happened to buy something related to the industry their committee oversees and it went up 150 percent, and we see that. I think those ads targeting members were devastating. Why don't they... Representative Luna was right. Why don't we ban members of Congress from trading stocks? If they could do that, it would be a breath of fresh air for everyone. I've seen how they campaign, and it was truly a rejection of what happens in Washington. Our candidates didn't do their part, and over the past week or two I've been commenting on that because I saw it. They didn't have a strong positive case for voters. They were caught off guard. They tried to explain this and that, but it didn't reach voters. This is hard. Midterms are hard. If you look, losses almost always happen in a president's sixth year. Gaining seats is very rare. The party almost always loses, usually badly. Obama lost a lot, and so did Bush. The end of Nixon's term was disastrous. Truman lost too. Post-war was a unique situation, but that's the nature of these elections. In any case, I don't think Democrats came out with a positive agenda. Looking at the states, even where Republicans were completely swept away, voters approved conservative ballot measures. When they were put to a vote, they supported photo ID requirements, even in blue states. They supported anti-tax amendments, limits on estate taxes, and in Florida, limits on income taxes as well. California also voted against some taxes. So voters who came out clearly voted Democratic everywhere, but on specific issues... they aren't Democratic Socialists of America. If Democrats had run other people, some would have been more progressive and some more moderate. The Democratic energy is concentrated on the left. We saw that. When these folks come in and do this, there will be a backlash. I don't know if that will happen on the 28th, but I think it will eventually create a backlash, and it'll be in a negative way. But I don't know what their positive agenda was. They said they opposed what happens in Washington. They brought out people angry about it, and that's why they won this election. That's right. But at the same time, voters... so I have some questions. First, is Amendment 3 still... And if this is the thing to focus on in a special session, then through a referendum as on the ballot, to limit local governments' ability to impose taxes even in "red" areas...
So Amendment 3 applies to all taxing authorities except school districts, and it will be implemented. For school districts, the legislature believed we have the FEFP program, which has both pros and cons, and I think they had good reason. There will be a chance to rewrite it next year with help from a committee. It could be rewritten to provide solid funding for schools while easing the burden on homeowners. I think there are ways to do it, but they likely judged it better to use that tool than to try it here. So it's clearly politically vulnerable, and it's what we've got, but I've looked at this state's economic base and know there's a large tax base of people who aren't homeowners. So I think it's better to exempt property taxes as much as we can. This won't be part of the implementing law for school districts. Nothing will change about that, but I think the legislature will address the FEFP issue. The next governor, Byron, if he wants to reach the point where many Republican voters want tax-free homes, will need to find a solution to that. But we're deeply committed to education. For years we've increased everything, school district budgets, teacher salaries. I went to public school myself. So we'll get it done. The question is how we can give people relief related to their primary residence. We probably can. I don't think that was the main issue. Look at Texas, where Hispanic voters supposedly shifted heavily. Why did they move to Republicans? Bidenflation. Because the border was open. Because of loose crime policies. Now they're seeing mortgage rates above 7 percent, gas at four dollars a gallon, and grocery prices going up, so I think those were more domestic and immediate issues. I know there's frustration about how enforcement is carried out. As I said a few days ago, we have a responsibility to follow the law. No state has done as much as we have since I became governor to support immigration enforcement at the state level, in many ways. But looking at some incidents, like what happened in Minnesota, there seems to have been an attempt to create spectacles for the press, and that didn't work. This is important work you're doing. It's not about creating confrontations in the streets. The point is that we have laws. People came here. If they have a right to be here, good. If not, we'll enforce the law. So I won't say that wasn't a factor, but I don't think it was decisive. I don't think it was the main factor in South Florida. Some people were worried about it, but if you're an American citizen you shouldn't have to deal with Homeland Security at all, and if that happens it's a mistake. I don't think that was the administration's intent.

There were people who had been here much longer than since Biden let everyone in. So it was a problem, but not a defining one. I think if gasoline were $2 a gallon, if inflation were lower, and if some of the other issues were handled a little better, we would see at least different trends.
The results would still be complicated, because that's what it was.
Your term ends in January, as you mentioned. What do you see your next chapter as, and do you plan to run for higher office?
We'll talk about whatever I'm doing after this. I still have a lot of work to do. We will work until the end, and when the time comes, we will resolve this issue as well.
What will be the successes in the next few weeks for Florida? Do you think national Democrats can really look at Florida as a place to spend money they could use here?
Well, listen. They have spent a lot of money in Florida over the years. They spent a lot in 2018. They spent a lot in 2020. They really spent money in 2022 against me. And they abandoned it in 2024 because, I think, they realized they were not getting the proper return on their investment. We have a fairly strong voter base. Our voter registration continues to improve, and all that.
So I think the question is: if you couldn't win this year, what circumstances would create an opportunity for you to win in Florida?
Ashley Moody won with, what, 150,000 votes? Byron won with 100,000. Utmeier won with 130,000 or so. This is like their highest point, right? Maybe if they spent the money, it would have some effect. I don't think it would have helped them reach the finish line even if they had invested the money.
But look. Ultimately, the Republicans will get it done. If these guys come in and do a good job, Florida will be out of reach. If they come in and go crazy, then suddenly you will give the Democrats an opportunity to come back in Florida.
I am concerned about the situation nationwide. If you think about it, we were taken out in Ohio. Having Ohio on the Republican ticket is a huge part of our national coalition. We were taken out in Texas, our most important bastion in Republican politics. So Florida is really the last major bastion left. I think that means there will be a special emphasis on us as Republicans strengthening our positions and doing things right.
I'm not going to look over anyone's shoulder or say you have to do it in January. But I think anyone who was on that ballot can look at Florida, compare it to the rest of the country, and understand why we were able to persevere even in the worst of circumstances. So if they develop this, I think Florida will remain out of reach.
But look, if we were all sitting here a month ago and someone offered you a bet on Texas... someone would say the Senate would go to the Democrats. But if you were offered a bet that the governor of Texas, the lieutenant governor, the attorney general, the land commissioner, and the Supreme Court would all be Democrats, none of you would take that bet. Some of you might want to see that, but you wouldn't take that bet because you'd know that just doesn't happen in Texas, right?
So it was a complete disaster. I think Florida Republicans should know: nothing is guaranteed here. Politics is changing. That's how it always happens. These cycles repeat constantly.
When I was running for re-election, we had an advantage on the agenda. They resorted to Covid hysteria. We were the free state of Florida. They promoted the "Vokist" ideology. We said we would protect you from this. They had a bad policy of releasing criminals. We are for law and order.
We had a significant advantage on every issue, and we had the track record to back it up. So the wind was in our sails, and we did it.
Well, over time, problems change. What issues do you think allowed the Democrats to outsmart the Republicans? How do you approach big tech, and how do you approach the issue of hyperscale data centers?
I was one of the few Republicans, and we got legislators to ban utility rate increases. You saw it with the Duke proposal at the Public Utilities Commission. So this is the law in Florida, and it protects consumers. But I think some Republicans were saying, "Oh, just take someone's farm through foreclosure and turn it over to a hyperscale data center." You can see why rural voters revolted over this.
There's a time and a place for some development, but why don't they go into neglected urban centers and build there? Why are they taking away farmland, ranches, and so on? Democrats have shown understanding for these rural residents, who are probably not Democrats. The Republican position, in my opinion, was, "Oh, you're just going to have to grit your teeth and suffer." In Florida, we definitely had a more balanced approach to this.
Even with the way you feel about big tech companies, should you give them immunity for 10 years? Or perhaps we need a clear structure that will direct technological development in a positive direction but minimize negative consequences? This is important.
These Flock cameras, it happened really fast. Law enforcement uses cameras, regular cameras. There is nothing new in this. But here they collect data and gather information about who is passing by. They hand it over to private companies. They can create a dossier. They can sell this data. They can do all of this. Is this what we want?
So, of course, I took action. The legislature here will have to consider this issue. But at the national level, this is also becoming a problem. These things happen, and you have to respond to the requests of the voters. You use your conservative principles to address these issues, and don't resort to leftist politics, but simply ignoring them as problems. I don't think that's a viable strategy.
We tried to pass an "AI Bill of Rights," which the Senate passed by a vote of 38 to 1 last session, and the House refused to do so. Is this what voters wanted from you, not even to debate perhaps the most important issue that affects society now and will likely affect it in the future?
I think voters expect you to discuss these things and offer solutions. This is an issue that needs to be addressed here in Florida and across the country, but we live in a very volatile political era. Things are changing rapidly, and leaders need to be aware of this and not act as if what worked even two years ago in a campaign will necessarily work today or in the future.
I knew Republicans were in trouble when I read a review of what they were building their advertising around, because they were spending hundreds of millions of dollars across the country on transgender issues. Years ago, I fought Disney over gender ideology. We protected girls from boys in sports. We made sure schools had all this stuff, and we banned operations on minors.
So we addressed this issue the way I think we should have, with sound public policy. But it was not an issue that motivated voters. It was like an attempt to scare Republicans into going out to vote. I think they ran that kind of ad in Florida, but our voters know we've dealt with that, right? So it didn't meet their concerns.
This was effective four years ago. The voters were glad we stood up to some of the crazy things that were happening. Here I see this guy in Michigan who got elected. He was asked why a guy has to be in the women's locker room, and he said, "Oh, you know, they'll see it on the internet anyway, so what's the difference?" Parents think there's a big difference. But people didn't want that, and we were able to act.
But the ground shifts, and the emphasis is then placed on other things. Four years ago we were at the peak of the "Vokist" era. This alienated many people, and rightly so. It alienated me, so we fought against it. Now the questions are different. The Republicans, from the ads I saw and the money they were spending, seemed to be fighting yesterday's battles.
So we will hold a special session. I will let the legislators themselves propose it when they want to do so. I think they should do it when it's convenient for them. We will do it. I'm not sure, but there may be some ongoing matters I want to resolve. We will do it. I'll talk to Jim and Sam to see. But it's important. We knew this day would come, and we were ready for it. Thank you.
*(Reporter:)* Just spoke to the governor, like Donald, spoke to him last night. What's your mood?
I think he's delighted.
